Looking in your master branch, (docker-transmission-openvpn/openvpn/ipvanish/ipvanish-NL-Amsterdam-ams-a03.ovpn), this config seems to be correct with the latest version I have just downloaded from IPVanish so I'm really not sure of the issue.
